Once you found someone with the blue bubbles over their heads, click on them ('A' on the Nintendo Switch controller) to use your special powers to view their memories. You'll know a person with a memory is in the area if the '?' to the left of your screen appear larger than the rest. Pan around the island until you see a person with blue bubbles above their heads.
